Emeryville has no local rent cap, so the state AB 1482 limit of 8.8% for Aug 1, 2026 to Jul 31, 2027 applies, and much of the city's stock is under 15 years old and exempt from that cap entirely. What Emeryville does have is just cause from day one of tenancy under the Residential Landlord and Tenant Relations Ordinance, in force since Apr 1, 2017, with 14 grounds. Every termination notice goes on the city form and is filed with the City Clerk within 10 days, and a landlord without a valid residential landlord business license cannot terminate a tenancy at all. Relocation is owed on every no-fault termination: with 4 or fewer units, the greater of one month of HUD fair market rent or one month of rent; with more than 4, the greater of 5 times FMR or 4 times rent. The business license runs 0.10% of gross receipts, $25 minimum, and expires Dec 31; a tax reform measure is on the Nov 3, 2026 ballot. There is no registry. We hold the license current, file every notice on time, and compute the relocation figure before a notice goes out.
